Biden Apologizes to Zelenskyy for Assistance Delays, Praises Ukraine's War Efforts

The US president reaffirms unwavering support for Ukraine amidst ongoing Russian invasion and acknowledges past delays in assistance.

U.S. President Joe Biden has apologized to Ukrainian President Volodymyr Zelenskyy for previous delays in U.S. aid to Kyiv, emphasizing that America remains committed to supporting Ukraine.

The leaders met on Friday in Paris during the commemoration of D-Day, where President Biden announced a $225 million aid package aimed at restoring Ukraine’s electric infrastructure.

Biden stressed that the U.S. will continue its unwavering support for Ukraine against the Russian invasion. “We are entirely and thoroughly committed,” he added.

Washington has allocated tens of billions of dollars to help Kyiv resist the Russian offensive that started in February 2022. Earlier this year, however, funding available for the Biden administration to support Ukraine started to deplete due to a legislative deadlock over authorizing new aid.

Right-wing lawmakers have expressed skepticism regarding U.S. support for Ukraine. Additionally, debates among legislators tied Ukraine aid to various issues, including aid to Israel and other domestic concerns.

After prolonged negotiations between the White House and Congressional leaders, a $61 billion Ukraine funding bill was passed in April, which President Biden signed into law. Included in this legislation was $14 billion in military assistance to Israel.

“I apologize for the weeks of uncertainty regarding funding,” Biden conveyed to Zelenskyy, attributing the delay to “very conservative” members of Congress.

In early 2022, Russia launched an all-out invasion of Ukraine following a prolonged standoff, with Russian troops amassing near the Ukrainian border while President Putin demanded an end to NATO’s enlargement toward former Soviet territories.

Ukrainian forces halted Russia’s advance on Kyiv early in the conflict and drove back the Kremlin's troops in some regions. However, the war gradually turned into a drawn-out confrontation, with most battles occurring in eastern Ukraine.

A Ukrainian counteroffensive last year failed to achieve significant territorial gains. Recently, Russia renewed attacks on Kharkiv, a city located 30 kilometers (20 miles) from the Russian border in northeastern Ukraine.

On Friday, Biden praised Ukraine's "remarkable" war efforts against Russia.

“You haven’t capitulated. You haven’t given up in any respect. You continue to fight impressively,” Biden told Zelenskyy.

Last month, Washington authorized Kyiv to use U.S.-supplied arms to target locations within Russia to help defend Kharkiv.

On Friday, Zelenskyy hinted that this decision is making a significant impact on the conflict.

“Your choices have had positive effects. I don’t wish to reveal all details to the press, sorry,” Zelenskyy conveyed to Biden. “But I believe there are battlefield elements you need to be aware of. We are grateful for this support.”
