Beijing's claims in the South China Sea, including the construction of artificial islands with military facilities, have raised concerns among ASEAN countries and the Philippines. With ongoing modernization efforts in the Philippine armed forces and coastguard, there are growing concerns about potential conflicts in the region involving the US and China. The US recently approved a $2 billion facility for foreign military financing, of which the announced aid is a part. The proximity of the Philippines to the disputed areas strengthens its role as a crucial partner for the US in the region.
